Enforcement


Reports to:
Under the general direction of the Commissioner, Transportation and Works, you will manage the Enforcement Division to achieve compliance with municipal by-laws and provide services in a safe and professional manner to maintain order, safety and community standards in the City.

Mandate

A results oriented senior leader with at least ten years of effectively developing and implementing law enforcement policies with multiple interests and sources. As a strategic thinker and accomplished project manager, you will develop and implement law enforcement policies. Your well-developed leadership capabilities will continue to grow both unionized and non-unionized employees toward higher performance and develop effective working relationships across the corporation.

Key Priorities

In this broad role you will demonstrate your political astuteness to manage all aspects of the Enforcement Division and represent the City's interests with public, private and multi levels of government. As Director, you achieve compliance with municipal by-laws through awareness, education and enforcement to provide enforcement services in a safe and professional manner to maintain order, safety and community standards in the City. This role will refine, develop and implement new by-laws, in response to the needs of Council and the community to ensure an effective municipal by-law infrastructure.

Short Term Priorities

  • Develop and manage metrics, to drive continuous improvement and support organizational decision-making.
  • Manage employee and labour relations matters including discipline, grievances, performance management, attendance support and management and workplace inspections/investigations.

Long Term Priorities

  • Develop a long term strategic plan and actively participate in the service areas business planning and budgeting process.
  • Support an environment that embraces change, and encourages acceptance.
  • Develop partnerships with stakeholders to deliver services.
  • Develop leadership succession plan.
  • Continue to improve communication and increase employee engagement.

 


Candidate Profile

Qualifications

  • Post-secondary education in Public Administration, Law Enforcement, or a related field with preference for a university education.
  • Minimum of ten years of progressive experience with at least five years senior management experience in a law enforcement or municipal administrative environment.
  • Experience with managing within a unionized environment is essential.
  • Experience with managing labour and employee issues is essential.
  • Sound knowledge of local government administration with additional courses or experience related to inter-government relations, strategic leadership/ planning is desired.
  • Extensive knowledge of law enforcement related disciplines such as investigative techniques, court procedures, rules of evidence and disclosure and the Provincial Offences Act.
  • Demonstrated leadership competencies including strategic agility, business acumen, communication and relationship building, developing culture and people and driving change.
  • Ability to build, align and champion strategic business plans, processes and proposals.
  • Strong strategic and analytical skills balanced with a pragmatic, results-oriented approach.
  • Strong politically astuteness to manage and resolve issues involving multiple levels of government.
  • Excellent writing ability to prepare detailed business proposals and other related corporate reports in a transparent and accountable manner.
  • Demonstrated ability to initiate and execute projects utilizing sound project management principles, practices and theories.
  • Must have the ability to travel between various sites and facilities located across the City and provide own transportation.

Success Factors

  • Ability to build and maintain positive relationships with Enforcement stakeholders, Mayor, Council, other City's Departments, Divisions, public, local municipalities and outside agencies.
  • Demonstrated leadership competencies including strategic agility, business acumen, communication and relationship building, developing culture and people and driving change.
  • Enhanced ability to prepare annual strategic work plans to ensure alignment with corporate strategic priorities in accordance with the relative municipal and provincial regulations, by-laws and related legislation.
  • Skillful ability to recommend and oversee the implementation of policies, procedures and by-law amendments and ensure they are reviewed and updated as required and monitored for effectiveness in addressing community needs and aligning with strategic priorities.
  • Demonstrative abilities to coordinate and direct overall delivery of services and programs in accordance with by-laws, policies and procedures established or approved by Council.
  • Ability to participate and promote activities to increase public awareness with media, internal staff, police and other external associations.
  • Champion the importance of safety both in the workplace and for the public.
